Construction of Belcher Bay Promenade commenced in the second half of 2018. Under conventional project timelines, the promenade would only open to the public upon full completion after 21 months. Responding to strong public demand for waterfront access, the government opened the approximately 5‑metre‑wide seaward boardwalk to visitors in the first quarter of 2019, allowing the public to enjoy the seaside boardwalk 19 months ahead of the full‑project completion. The entire promenade was fully opened in October 2020.
The development comprises the promenade and adjacent open recreational space, redeveloped from a former public cargo handling area, covering around 5 900 square metres. The 172‑metre‑long boardwalk promenade operates 24‑hours a day, offering a leisure spot with sweeping views of the western Victoria Harbour and sunset scenery. The project realises multiple objectives: making good use of under‑utilised harbour‑front land, implementing the “Connect First, Enhance Later” principle, introducing diverse waterfront experiences, and adopting open‑venue management.
The recreational area features facilities for a comfortable waterfront visit, including shaded seating, playground equipment, beverage vending machines, landscaped greenery and public restrooms. Its central multi‑purpose zone features terraced platforms fitted with benches for visitors to rest and dine.
Another highlight of the recreational space is that leashed pets are welcome to share the facilities with other visitors. A dedicated pet corner is provided for people and their pets to play freely.
Park Information
The community garden within the New Hung Hom Promenade Public Rest Area has recently been officially opened. Located on the southern side of the waterfront promenade, the garden features more than 30 elevated planter boxes for the public to enjoy hands‑on planting. The planter boxes are built at a suitable height, enabling easy access for elderly visitors and wheelchair users, embodying the concept of barrier‑free design.
Interested members of the public may submit applications to the management office. Successful applicants will be assigned one planter box together with basic gardening tools. They can also join farming workshops led by horticulture instructors to learn sowing, watering and organic growing techniques. A shared‑tool station and compost bins are available onsite to encourage resource recycling.
The community garden programme aims to promote urban farming and bring people closer to nature amid busy city life. Authorities note that the programme has generated enthusiastic response, with all initial places fully occupied. Expansion will be considered subject to actual usage conditions. Open‑house days and harvest‑sharing events will be organised in future to foster neighbourhood interaction and sustain the spirit of community mutual support.

By MTR Take the MTR to Hung Hom Station and exit via Exit A3. Walk towards the waterfront for approximately 8‑10 minutes to reach the public waterfront rest area. Clear directional signs are available along the route; follow the waterfront promenade signage.

On Foot Starting from the main plaza of the Hung Hom Waterfront Plaza Lighting Ceremony, head east along the coastal promenade. Enjoy the coastal night views en‑route, and arrive at the public waterfront rest area after around 4 minutes’ walk.
